Restrict Global Navigation Settings on SharePoint Sub Sites in a Site Collection
This article provides information about, as well a reference to a tutorial explaining how to hide the Global Navigation section from the Navigation Settings page on a SharePoint site by customizing the AreaNavigationSettings.aspx page in the LAYOUTS directory of a SharePoint 2007 (MOSS) Server. If there are multiple Web Frontend servers in the farm, the changes made to implement the solution will need to be completed or copied to each Frontend Server.

This solution can be useful when you want to allow site owners to have control over the current navigation of the site, but not allow them to change settings for the Global Navigation for cases when the top navigation menu should remain uniform across all sites in the site collection.
Customized Navigation Settings Page:
The solution hides the Global Navigation options from the Navigation Settings page by including an inline style to prevent the form controls from being displayed on the page, as the depends on these options being included even if hidden otherwise it breaks.
The title and description are not depended on by the page, and can be removed without causing issues. The tutorial explains how to make a copy of the original OOB AreaNavigationSettings.aspx page to complete the modifications in, and also includes steps to rename the original before applying the modified version to allow the changes to be rolled back if required.
Once the modified version has been saved using the AreaNavigationSettings.aspx filename, it will be accessed instead of the original. Managing the global navigation setting on a subsite is still possible after implementing this solution by browsing to the renamed OOB version of the page. The modifications completed in the tutorial have no impact on the navigation setting of the top level (root) site, so a user with access to this page on the root site can still manage the global navigation menu across sites in the site collection.
